Had same issue for four months, miserable. Then my downstairs neighbor knocked to complain about my router position and we ended up talking for an hour about our shared ISP nightmare. We split the cost of a better router together, put it in the hallway between our units, both our connections improved significantly. Sometimes the solution is just talking to the person on the other side of the wall
